Expediting traffic flow, saving time and money.

How many of us have been stopped at a red light when there is no cross traffic, wasting time, and burning gas and money? All of us. By changing a fixed red light to a flashing red light drivers would be able to proceed after stopping, if it is safe to do so. Essentially, fixed red lights would become "STOP" signs. It would save drivers time, gas, and money, without increasing the risk of accidents. It is a decision that is long overdue. Traffic signals would work as they do now, except fixed red lights would become flashing reds.
