EXPEL THE STATE OF TEXAS FROM THE AMERICAN UNION, UNDER CONDITIONS, SHOULD A SIMPLE MAJORITY IN TEXAS VOTE TO SECEDE

Whereas many residents of Texas are hostile to the benefits and responsibilities of being part of 50 cooperative states and whereas the governor of the state, Rick Perry, raised secession as an issue when he began to run for president and whereas Texas has never apologized nor given compensation for participating in the enslavement of African-Americans, and whereas Texas maintains the death penalty, the United States of America should expel Texas in the event that the residents of Texas, by majority vote, ask to leave the American Union on 3 occasions within a 5 yr. period. Provide further that Texas may permanently rejoin the American Union should its government petition to do so within 12 years of expulsion and its petition is approved by popular vote by American citizens within 3 yrs.
