It is very clear that the 2nd Amendment is one that is highly controversial. Assigning it a very clearly defined meaning would settle many disputes, once and for all. This is not an amendment to the Constitution, this is a petition to further explain what the Constitution states, for the general public's interpretation(s) are all over the spectrum, with very little agreement to be had.
