Explain to the American people the specific reason for the governments recent stockpiling of weapons and ammunition.

I would like president Obama to explain to the American people as to why the department of homeland security purchased 1.5 billion round of ammunition, 7,000 fully automatic assult rifles and 2,500 armored cars. I would also like an explaination as to why the government build weapons storage centers all across the country.
