Explain to the American People why the DHS has purchased so many rounds utterly inappropriate for firearms training

I hereby petition the Federal Government and the Office of the Executive Branch to give the American People a plausible explanation as to why agencies such as the DHS and others have purchased approximately 1.75 billion rounds of ammunition that are inappropriate for firearms training and banned by the Geneva Convention for use in conventional warfare, as well as appropriate taxpayer funds to purchase offensive training aids such as the publicized "No Hesitation Targets" that appear to depict ordinary American not engaged in any overt criminal activities inside their home and other inappropriate settings. Recent activities by the DHS under guidance from the Obama administration are extraordinarily disconcerting to the average informed American and full disclosure is requested.
