Explain to the Citizens of the United States why Marijuana should be a Schedule 1 drug, when Alcohol and Nicotine aren't

This is a question stemming from the weak response the Obama administration recently gave to petitioners asking that marijuana be removed from the federal prohibition now imposed on that substance.
