Explain the Contradiction Between Marijuana Listed as a Scheduled I Controlled Substance and US Patent 6630507

As a Schedule I Controlled Substance, the U.S. Government claims cannabis (marijuana) is a substance that has no currently accepted medical use.

Contradictory to this claim, a U.S. patent assigned to the U.S. Department of Health and Human Services for cannabis cannabinoids includes this excerpt: "Cannabinoids have been found to have antioxidant properties… This new found property makes cannabinoids useful in the treatment and prophylaxis of wide variety of oxidation associated diseases, such as ischemic, age-related, inflammatory and autoimmune diseases.” It appears the U.S. Government has found research to support accepted medical use of cannabis. Please explain this contradiction and why cannabis has not been rescheduled to allow more research.
