Explain EXPLICITLY, How it was impossible, based on the health issues of Sgt. Bergdahl, to contact congress pre-action?

As stated, We the People, would like to know, what the exact circumstances were, that made it so that, before trading the 5 Guantanamo "Taliban" detainee's, it was impossible to contact (as per law) the United States Congress, to inform them of the situation? Furthermore, an explanation is requested, and required should the number of petitioners be met, as to how hard it would be to contact these U.S. Congress Members for any reason, whether it be imperative to national security as this situation seems to have been, or for any other reason, so as to help We the People of the United States of America, to understand why the communication process would be hindered between the President and the White House, on such imperative matters, so as to possibly correct this in the future.
