Explain how the National Debt is reported as unchanged since May 17th, in spite of additional deficit spending.

We, the people, petition the Secretary of the Treasury, Jacob Lew, to describe in detail what "extraordinary measures" are being used to maintain the National Debt at the same level since May 17th at $25M below the legal debt limit, or $16,699,396,000,000. In that time frame, deficits ran in May at $139B, June at $0, and July at $98B. Please describe, specifically, how the Federal Government could spend more than $200B more than it takes in, and maintain the same debt level?
