Explain how the President can respect the principle of religious liberty yet can also say "regardless of ability to pay"

The new DNC platform states, "...the President has respected the principle of religious liberty." Four lines later, it reads, "The Democratic Party strongly and unequivocally supports...a woman's right to make decisions regarding her pregnancy, including a safe and legal abortion, regardless of ability to pay." Since any medical procedure must be paid for by someone, please explain who is going to pay for those abortions where the patient cannot do so herself. We do not think a government should be in the killing business anywhere at anytime. Further, we have never heard of any situation where a woman has gone bankrupt because she could not afford an abortion.
