Creating a law is not a simple process. Changing a law or excluding / bailing out certain parties from a law shouldn't be either.
When deciding to change or delay a law that had to be passed thought the house and the senate shouldn't delays and other changes also be approved by the house and senate?
Otherwise what's the point.
Can the president really decide to ignore parts of a law as long as he claims it's only temporary? If so where do we draw the line.
