Explain how the U.S can donate over 1 billion dollars a year to Egypt, but can not afford 375 million a year for A.D T.A

The U.S government donates over 1 billion dollars a year to the Egyptian government to fund their military, and country. Furthermore, the cost of Active Duty Tuition Assistance is 375 million dollars a year. Also, T.A only accounts for only one third of one percent of the federal defense budget.

Lastly, why does our government fund other countries rather than taking care of our own service members. We are the most debt ridden country in the world, yet we donate the most money and neglect our own people.
