Explain the need for 1.6 billion rounds of ammunition, ethically and financially.

A recent article written in Forbes explains that a recent purchase order was created looking to fill a supposed ammunition void with 1.6 billion rounds of various ammunition. See link below:

This is not the Army using this ammunition, it is the Department of Homeland Security, a veritable cesspool of spending.

My question to the administration is this: In a time of obvious financial instability and irresponsibility and with many Americans questioning the operational power of the government, why does the Dept. of Homeland Security find it necessary to purchase enough ammunition to sustain the war in Iraq for more than 20 years for use on American soil?
