Explain why leading members of the Wall Street banks have not been prosecuted for fraud leading to the financial crisis.

Frontline recently in one hour built a case for securities fraud against Wall Street banking and investment firms. The producers of the episode "The Untouchables" presented a preponderance of evidence, including witness testimony and interviews with regulators and law enforcement, to indict leading figures of Wall Street for mortgage and securities fraud. The Justice Department has not brought one meaningful prosecution against any of the big banks in four years. We the People would like to know why no indictments have been brought against the big banks, whose fraudulent activity led to the financial crisis. A financial crisis that cost trillions of dollars around the world in bailouts and millions of lost jobs in the United States of America and around the world.
