Explain why Trump's personal gains from campaign expenditures is not in violation of 52 USC 30114.

In 2000 Donald Trump stated, “It’s very possible that I could be the first presidential candidate to run and make money on it.” 52 USC 30114 outlines what restrictions there are on the use of campaign funds. It states that "A contribution or donation described in subsection (a) shall not be converted by any person to personal use." Because Trump has spent campaign money on his own hotels and airlines, these contributions are being "converted" to monies that are then distributed to Trump to use for personal expenditures not related to the campaign. Why is this not illegal?
