Explain Why the U.S. Export-Import Bank is Providing Subsidized Financing to Foreign Airlines

I am already opposed to domestic airline subsidies, let alone financing foreign airlines. If the power were in my hands I would direct more federal funds to high speed rails (and possibly a One-Zeppelin-Per-Child Initiative. Seriously.)
Please explain this choice by the U.S. Ex-Im Bank.
