Explain why you refuse to declare Standing Rock a national monument and stop the DAPL for water protectors?

The water protectors at Standing Rock in north Dakota are being brutalized by militarized police forces in their efforts to stop the Dakota Access Pipeline being bulit. News sources have indicated the pipeline was already forced to be moved once to protect Bismark's water supply. However, the native american people are being forced to take a risk Bismark will not with regards to their water supply. The president has the ability to make Standing Rock a national monument to stop DAPL. Congress can also take action to stop this. Big oil is not bigger nor is it more important than people's water supply. Action must be taken and the inaction is outrageous and We The People demand real action. Explain why you will not declare standing rock a national monument and/or stop the DAPL.
