explore creating a water infrastructure system similar to the national petroleum or power grids to lessen drought

We have a national infrastructure for power, a national infrastructure (and a strategic reserve) for petroleum that uses pipelines - and we have drought conditions in Texas, and flood conditions in the Northwest - why not a national infrastructure to store excess stormwater/floodwater in a central reservoir and pipe it where it's needed in times of drought? Admittedly a large undertaking but no different from several projects put forth in the Depression by the CCC (Civilian Construction Corps) - guaranteed jobs that then solve a nationwide ongoing problem, i.e., drought conditions. This water wouldn't need to be treated for drinkability, simply piped to a central reservoir(s) and disbursed around the country as needed to prevent severe drought conditions.
