Americans over the age of 18 should be required to acquire a federal "shooter's license" before being able to purchase firearms or ammunition. This would avoid the privacy issue of having to register firearms, and drive up black market ammunition prices for criminals. There should be no gun show or online sales loopholes. License requirements would include a background check and proof of completion of a gun safety and proficiency course with a certified instructor. These courses are already required for concealed carry permits, so this step could be handled in a public-private partnership with already licensed instructors. Since this is a federal requirement, classes can be taken across state lines. Refresher courses and background checks would be required for renewal every 5 to 10 years.
