Extend the cap within 1973 Education Act to achieve equal opportunity for those who start with an academic deficit.

Students who start college with a large remedial need are often denied equal opportunity to fund education in their junior or senior year. This happens when their personally-funded remedial work consumes the 180 credit allowance within the 1973 Education Act. A solution to the problem would be to allow an appeal for extension of the 180 Credit Limit by an amount that is no greater than the remedial credits within the students academic record. This extension would not increase dollar limits to any student. It would simply make sure that any remedial, or personally-funded, work within a students record does not consume the 180 credit allowance for college financial aid. This would also make the 1973 Education Act more compatible with newer ADA laws and promote equal opportunity.
