To extend emergency unemployment benefits for states like Florida where unemployment has only gone from 8.7% to 8.5%

My position is that in the state of Florida's unemployment rate has gone down 8.7% to 8.5% and as of December 29,2012 people like myself will have there emergency benefits stop completely. I think this wrong and the emeregncy benefits here in Florida should be extended beyond December 29, 2012 because after Christmas people who had jobs for the holiday only will be out of work again and the unemployment rate will go up again. I found this out from an article posted in the Miami Herald and was told by the Florida Remployment Assistance Program
