Extend Executive Order 11103 indefinitely for Peace Corps Volunteers' government noncompetitive employment eligibility.

Returned military receive lifetime "point preferences" towards federal and non-federal government employment positions. Returned Peace Corps Volunteers, who have served 2 years of service abroad, are permitted only 1 year (3 in extreme circumstances) of noncompetitive eligibility for federal government employment positions only. It is difficult for RPCVs, as well as military, to gain a foothold in the current economy, compounded by having been abroad and out of contact for 2 years. The skills acquired by RPCVs can have a positive impact on the economy and should be allowed the same employment preference benefits of returned military.
