Extend federally funded state and federal unemployment insurance coverage thru the end of 2013.

Extension of all federally funded state and federal unemployment extensions due to the stagnate economy thru the end of 2013. The program should continue to be in place until such time that a state's unemployment level reaches 5% or less. People who have currently exhausted all unemployment claims will be given an option to continue to receive unemployment claims if they enroll and complete a job training program, or college program, up to a total of 1 year(365 days). During that time, they must successful pass all course work, otherwise they loss unemployment compensation. Without this extension, the economy will fall back into recession, more families will loss their homes, and crime rates will skyrocket.
