Extend HARP II remedies to ALL mortgages, not simply those held by Fannie Mae and Freddie Mac.

Home owners who met HARP II requirements (not behind on mortgage payments, but house is worth less than outstanding mortgage balance) to get a NEW loan using a different mortgage company that will directly sell the loan to Fannie Mae or Freddie Mac. The two afore-mentioned entities have already helped those who did fall behind, increasing their toxic debt load, which started this problem in the first place. This measure would help those of us "caught in the middle" and also shore up Fannie Mae and Freddie Mac with loans from people who have kept up with their mortgage obligations, while punishing those banks that won't give similar refinancing and modification on loans they hold.
