Rather than spending billions of dollars in trade with nations hostile to the United States, it would be more practical and beneficial to work with Native American tribes--sovereign nations in their own right--to set up such industries as tech support, power generation, light manufacturing, or whichever endeavors these nations would choose to set up. This would not only serve to keep American money out of the hands of governments that support terror or suppress and exploit their own people, but it would aid in job creation, improve the lives of Native Americans who remain on their reservations, and eventually bolster the nation's economy when First Nations members spend their money and sell their goods, especially if they're granted MFN status for their efforts.
