To extend Protected Veteran category to those who while serving on active duty were awarded Humanitarian Service Medal.

Extend the category of “Protected Veteran” to a Veteran who, while serving on active duty in the U.S. military ground, naval, or air service, participated in an operation for which a Humanitarian Service Medal was awarded under Executive Order 11965; in the same manor as that of Armed Forces Service Medal.
The HSM is awarded to any member of the U. S. military who distinguish themselves by meritorious participation in specified military acts or operations of a humanitarian nature: Evacuation of Laos, Iran Evacuation, Rescue of Survivors of Pacific Protector, Cambodia Demining Operation, Operation STABILIZE, and other operations home and abroad. This medal may not be awarded for operations where Armed Forces Service Medal was presented. Uphold the intent of Protected Veteran category.
