Extend requirement for school districts that allow school of choice between districts to include parochial schools.

Many school districts have created School of Choice options allowing students the freedom to choose a school within and without the school district.

Districts have allowed the establishment of Charter Schools to fulfill private interests in public education. This has enhanced School of Choice by allowing parents and students greater variety to hone in on the individual gifts of our children. Except theology.

Any group of interested citizens may organize and petition the district to start a Charter School, except for schools with a primary religious affiliation. This exclusion criteria deprives theology from education, and creates an unconstitutional condition on School of Choice.
