To extend voting rights and representation to the territories of the United States at the federal level

The residents of Puerto Rico, Guam, the U.S. Virgin Islands, and the Northern Mariana Islands are all citizens of the United States yet are unable to vote in presidential elections or are afforded voting representation to congress. American citizens have the right to vote anywhere in the world but once they move to one of the territories they lose the right to vote. Residents of the territories pay federal taxes and should have a say in legislation that affects them. This is contrary to the our fundamental values as a nation and in the principles of democracy and universal suffrage they should be entitled to vote in federal elections.
