Have extra tax on companies that design manufacture and deal in weapons and explosives that cause suffering to civilians in wars. And have the proceeds from this extra tax help people in war torn areas rebuild their lives after the conflict is over. This will be administered through USA charities hiring USA citizens and legal residents.
