Not honoring the treaty could turn Italy into a safe haven for criminals evading prosecution in the U.S. Upholding extradition treaties like TIAS 10837 protects U.S. citizens when alleged or convicted criminals try to flee justice.
Knox does not enjoy 'double jeopardy' protection because TIAS 10837 only protects Americans from extradition facing prosecution again in Italy for an offence that has already been dealt with by the US legal system.
