David Headley was recently convicted for his role in the 2008 Mumbai attacks. He helped plan the murder of over one hundred fifty people and was sentenced to serve thirty five years in prison in the U.S. He might be released in his lifetime. I petition that Mr. Headley be extradited to India, where he might be hanged. Not only would this serve justice, but properly handled, it could lend momentum to diplomatic efforts to increase cooperation on security, counterterrorism and trade. The U.S. has refused to send Mr. Headley to any foreign country. I say he should share the fate of some of his Comrades in Arms.
