Face to Face encounter requirement extremly difficult in managing and most time outside home health control putting added level of paperwork for physicians and home health that currently exists. Burden on physicians and home health resulting in no benefit to patients, physicians and home health. The currently required plan of care has home bound status signed by physician and clinical need for home health. All home health's work closesly with physicians to get patient into see physician in order to keep patients out of hospital and held to positive outcomes report through OASIS. For example, a patient has an appointment 3 weeks after home health and the physician see improvement so how can the F2F form be completed to justify, as the pt was dischared from HH. one example of a bad regulatio
