failure to pay fines can only be punishable by garnished wages and NOTHING more.

Poverty stricken citizens are going to prison for being unable to pay the fines for petty crimes.
They are essentially going to prison for petty non violent crimes simply because they are poor.
I can understand that people need to pay there fines but some are simply unable.
People should have a portion of there wages (the portion determined by the income level of the offender small portion for low wage offenders and larger portion for high wage offenders)
this way no one can ever go to jail for a traffic ticket. adding more people to our crowded prison system.
