All individuals on congress should be held accountable for not putting forth a budget for the following fiscal by the end of the previous fiscal year. All members of congress have the choice to negotiate appropriately or not to. In the event of a lack of negotiation, where a budget is not signed by September 30 of the previous year, ALL members of congress need to face a fines and penalties. The fines should be punitive in nature and penalties should include prison time as well as a ban from holding a similar position.
