Fair and effective gun management laws, not prohibition and meaningless bans

As a law abiding gun owner I am appalled by every public shooting and life lost from gun violence. It's past time for us to amend our gun ownership laws.
I'm calling on the White House to table legislation that will increase public knowledge and safety, not simply ban a particular style of gun, which would do nothing to solve the problem.
My proposal, in it's simplest form would be to make gun ownership as difficult as car ownership. People would need a gun owner's license. There would be education, testing, and renewals. Guns would need to be titled, registered, and insured. Sales would be tracked. Etc, Etc.
Use the DMV as a model and make it a division of the BATF. It would be self funding, and create jobs.
Education, and accountability are what we need, not prohibition.
