The National Guard of the various states should provide free transportation to the nearest international border crossing for each person who has sign a petition to permit their state to withdraw from the United States of America. Each such person shall be allowed to take two suitcases and one shoulder bag.
By law, each such person who accepts such free transportation shall not be allow to return to the United States until they can prove knowledge of the Constitution of the United States of America and a thorough understanding of the history of the American Civil War and American History.
