Federal law requiring states and private company to provide armed security protection to place open to a large numbers of people in a public setting; places such as churches, K-12 schools, Malls, Zoos, colleges or any other place which would be targeted by anyone which wants to carry out mass murder in densely occupied public space. There would be federal funding to the states, which would have to work with and be monitored by Homeland Security.
