There are many issues that need legal interpretation and clarification. The usual process is that the Justice Department is allowed to interpret what the laws mean and then uses those interpretations to decide how to prosecute violations of them. In many situations their intepretations are clear cut and obvious. In others they result in ambiguity because the Justice Department strategically uses its interpretations as a way to block activity in society. For example, is online poker legal? Is taping police officers legal? We believe that the President of the United States should be able to request the Judicial Branch to provide Contitutional guidance upon request. A petition process such as this should determine the times when the President asks the Supreme Court to provide opinions.
