FCC: Require Mobile Phone Service Providers to Enable Customers to Block all numbers except ones the customer whitelists

The "Do Not Call" directory is no longer adequately protecting mobile phone customers. Spam and unwanted calls are rampant. To alleviate this problem, mobile service providers should be required to allow customers to create "whitelists" of phone numbers that are allowed to call their mobile numbers. To provide appropriate incentives and disincentives, non-whitelisted numbers would be given the option to pay a fee which would be split between the customer (as a credit to their bill) and the mobile service provider in order to have their call put through. A fee of $0.25 to $0.50 USD should provide enough disincentive for robo-callers to cease their unwanted calls. Fees should be paid through prepaid accounts to avoid chargebacks and other delinquent payments. For the people!
