Federal Agency Accountability. Pass a law to force federal agencies to get permission from state governments to act.

Federal Agencies act as a law unto themselves. They do not observe due process or answer to anyone except courts of law by civil action, which ends up bankrupting the citizenry.
We must pass a law to force federal agencies such as the EPA, BLM, etc to work hand in hand with state and local governments before they can act, use surveillance, or levy fines. For instance, the EPA would be required to submit recommendations to a state legislature and could levy no fines without the permission of that state government.
The law must also include language to force these federal agencies to be bound by the same laws as law enforcement. For instance, the EPA would be required by law to obtain warrants from a court in order to enter a person's property and obtain evidence from that property.
