Take a look at the amount of revenue the current lotteries generate. I would submit that if the Federal Government were to hold an a monthly or quarterly lottery and offer lifetime or maybe 25 years total tax exemption, you could raise significant revenue that could go directly to the national deficit. States could do something similiar to lower the deficits and once paid off, the revenue could go to education or Federal lotteries could be suspended until/or if needed again.
