The government has moved to the idea of "person centered planning" for people with disabilities, however, it is the 3rd party administrator (or contracted private insurance company in the case I am referencing), who hold all the cards that determines whether or not a person who is sick with a severe disability receives any benefits or not. Scenario: A State employee is out of work due to at least one severe disability. The healthcare providers have not retuned employee back to work, but have not provided the insurance administrator information they want at that time. . They don't understand the process of research and treatment is ongoing. So the insurance co. closes the case. The State employee has no job, no insurance, no disability income, no treatment. A little like SSDI apply.
