Federal Change in Regulation of use of Taxpayer dollars involving Child Support recipients and Public Welfare programs

Each year more and more taxpayer dollars go unexplained.More children are are being used as a " free living, no responibility free card". Each year more unresponible parents recieve welfare benefits by defrauding the system unchecked. No new regulation has been approved by congress to address this issue on the Federal level. More children are being born out of wedlock and less women are being held responsible in keeping track of who they have children by. Meaning they recieve benefits at the taxpayers expense with no repercussion. FOR EXAMPLE: A woman is in a relationship , but gives birth to another man's child. She files for welfare benefits. Child support wants to do DNA testing at $400 taxpayer dollars if she gives a false name. She still recieved benefits at taxpayer dollars.
