Federal Concealed Handgun Permit valid in all states

Create a federal-level Concealed Handgun License (CHL) that is valid in all states that have their own state-level CHL program.

The FCHL would adhere to the most strict of all state CHL requirements, and allow gun owners traveling with firearms to be assured of reciprocity and adherence to laws while traveling between states with their concealed firearm.

Additionally states that do not currently have a state-level CHL could be asked to approve use of the FCHL.

The FCHL would include a photo ID, address, unique serial number, and require renewal every 3 years. Renewal would require criminal background check, a firearms safety/competency training class, a written test, a shooting test, and a mental health screening.
