Federal Exempt Medical Cannabis Act (FEMCA) to provide the people whom meet certain criteria with legal cannabis

I, Jonathan Lange, hereby state that as of now, August the twenty-second, there are approximately over two million US Citizens that do not have access to a necessary or otherwise important medications or prescription drugs, prescription drugs that unsteadily fluctuate in cost worryingly dramatically..but what is more worrying than a few extra dollars here and there for your next Viagra or Insulin? How about the simple yet disgusting widely known fact that there are more deaths from or by prescription drugs than there are overdoses by heroin or pcp, crack or methadone, there are even deaths caused by drinking too much cough syrup. I'm not talking about the obvious drinking whiskey with cholesterol medications and not waking up in the bath. Last 46 characters- I hereby request to testify.
