Federal government should let you pay back money you got from your retirement for the years you serve,to retire from gov

Iam writting this pettion because i worked for the federal government for 30 plus years. i left the federal government
and i was in debt over my head so i ask for refund of my retirement ,not knowing that i would return back to the federal government. and since that time i have became
disable. not able to return back to federal government,to redeposit the money to get my retirement. i think this should
not apply to disable personal who cant every work again.be denial the right to get my retirement. thanks
