Simply, the federal tax code should changed to a progressive tax wherein each individual pays 1% for every $10,000 earned up to a maximum of 10%. No deductions or tax credits of any kind. The taxed percentages are low enough that the slippery slope of what should be/could be deducted need not be tread. Under this system a person earning $10,000 would pay 1% or $100 in federal taxes. A person earning $38,000 would pay 3% or $1140 in federal taxes. $70,000 in earned income would be $4900 (7%) in federal taxes paid. $100,000 would pay $10,000 (10%); a $1,000,000 would pay 10% as well ($100,000) and so on. A federal tax return would be a single sheet of paper where individual income (that being money earned by employment, investments, interest, etc) for the year would be calculated.
