Federal Interstate agreement for Disabled persons prevents the loss of Federal and possibly State services (Medicaid, SSI, HCBS Waiver programs, etc...). These services that are already determined medically necessary need to be honored by the arriving state. The Disabled fragile persons moving from one state to the next are currently ejected from programs and put to the bottom of waiting list in the new state with little recourse. This agreement protects the intent of the Federal Funding that has already been allocated to the handicapped individual by allowing the "money to follow the person." Proper implementation of the program will prevent unnecessary burdens to the New healthcare system and empower receiving states to meet the health and safety needs of the disabled individual.
