Federal legislation to prohibit homeowners associations and municipalities from banning solar and alt energy devices.

The rules of the homeowners association I live in prohibit the installation of solar collectors and other forms of alternative energy. The rules are common in new residential developments and some municipalities. The main purpose for the prohibition of alternative energy devices is aesthetics. Modern devices can be designed into new construction or incorporated into existing properties with minimal impact on the appearance of the property. Solar, wind and geothermal devices reduce the need for imported oil and do not contribute greenhouse gasses during operation. Several states already have legislation preventing these blanket bans. We need a national policy which encourages the development and use of clean environmentally safe energy production.
