Federal mandate that the prison system off educational grants to anyone serving more than two years in prison

The prison system has become a revolving door,the word rehabilitation has been thrown out and the prison system has just become big business : wouldn't it be better if we offer these people real rehabilitation while they are in prison they could get some type of formal education so that they may not return to prison and given a chance to reenter society as prdutive members, I know it sounds crazy but it's worth a try we used to do it before And stopped for some reason getting back to having men rehabilitated by offering a grant educational grant while they are in prison so that they can become productive members of society
